Open Doors Youth Reengagement

Laws and Policies

RCW 28A.175.100 directs OSPI to adopt rules to implement the provisions of Engrossed Second Substitute House Bill 1418 (2010). OSPI has consulted with community colleges (SBCTC), dropout reengagement programs, school districts, ESD's, and the Workforce Board, as well as, approved providers of online learning when making these rules (Chapter 392-700 WAC).

Reengagement/Open Doors


Open Doors Youth Reengagement (WAC 392-700) is a reengagement system that provides education and services to older youth, ages 16-21, who have dropped out of school or are not expected to graduate from high school by the age of 21. Open Doors reengages disconnected youth through programs that encourage community partnerships, create multiple pathways for students to realize success, and provide an on-ramp to post-secondary achievement through a performance based, individualized support model. 

Face to Face Emergency Rule (2021-22)

During school facility closures, Superintendent Reykdal has allowed alternate methods for the purpose of meeting the two-hour face-to-face requirement in Open Doors reengagement programs as defined in WAC 392-700-015(3). See the revised rule change language

Emergency Rule FAQ's

This emergency rule change is effective until September 1, 2022.

New language in this emergency rule allows for the following contact methods to meet this requirement:

Face-to-face interaction means synchronous, reciprocal communication happening in real time, documented for the purposes of instruction, academic advising, career advising, or case management. This may take place via:

  • In-person
    • Please see your state and local guidance regarding current local health department and school guidelines, including vaccination, social distancing, and masking for students and staff.
  • Telephone
    • Maintain documentation of conversations in a contact log, including date, time, duration and purpose of each call.
  • Instant messaging
    • Exchange must include evidence of same-time reciprocal communication, with minimal lag time between exchanges, as in a real-time conversation.
  • Interactive video communication
    • Maintain documentation of conversations in a contact log, including date, time, duration and purpose of each interaction
    • Permission must be obtained from the parent, or the student if age 18+, in writing for recording video communications.
  • Other means of digital communication
    • Maintain documentation of conversations in a contact log, including date, time, duration and purpose of each interaction
  • NOTE: Email does not meet the requirements of the new face-to-face emergency rule unless immediate/synchronous responses can be documented.

There are no changes to the weekly status check requirements.

Rule Change Regarding Students Enrolled in Institutional Educational Programs & Open Doors

The 2020 HB 1295, Section 6, allows students enrolled in institutional educational programs to also be enrolled in an Open Doors program. As a result, several WACs will require changes to allow a student to be enrolled in both programs and to be claimed for a combined FTE that is more than 1.0 FTE. See the revised rule change language

The emergency rule will be in place until the rule change becomes permanent.

Beginning with the 2021-22 school year, the rule allows a student who is enrolled in an institutional education program to also enroll in an Open Doors program. Additionally, this rule permits both programs to claim the student’s enrollment in their program up to a 1.0 FTE where a student’s combined enrollment could exceed more than 1.0 FTE.
