Washington State Sexual Health Education Instructional Materials Review Instruments

In light of changes to WA State requirements for comprehensive sexual health education, updates were made to the review instruments used for the Sexual Health Education Instructional Materials Review, done regularly in coordination with the Dept. of Health. The revised instruments are designed to test more closely the alignment of instructional materials with WA State requirements (e.g. RCW 28A.300.475, AIDS Omnibus Act, Screening for Biased Content in Instruction Materials) and learning standards. Many of these revised instruments were based on the Centers for Disease Control and Prevention's (CDC) Curriculum Analysis Tool after consultation with district-level curriculum specialists.

These review instruments must be used by districts planning to conduct their own sexual health education materials reviews rather than use OSPI-reviewed materials. Each district establishes and maintains their own instructional materials review and adoption policy and procedures, according to state law related to instructional materials. All of the following forms were upated in March 2021.

  • Curriculum Design - used to determine compliance with state law, existence of bias and/or discrimination, general design, learning objectives, teacher guidance.
  • Standards Grades K-2 - includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.
  • Standards Grades 3-5 - includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.
  • Standard Grades 6-8 - includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.
  • Standards Grades 9-12 - includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.
  • Overall Comments - used to summarize all forms and provide reviewer comments.
  • Accuracy Analysis - used to assess medical and scientific accuracy. Should be completed by WA Dept. of Health, local Health Dept. staff with sexual health expertise, or other medical experts able to make such determination in accordance with state law.
  • Supplemental Materials Evaluation Form - used to review instructional materials such as DVDs, videos, stand-alone lesson plans, books, fact sheets, single-topic materials, and other materials that do not constitute a "full curriculum."
