NOTE: Washington is transitioning from the English Language Proficiency Standards and Assessments (ELPA21) into a new set of standards, WIDA ELD Standards Framework, beginning 2021–2022 school year. See more information about each of the standards below and review our most recent program email updates.

The OSPI Bilingual Education Program oversees and guides districts serving Multilingual/English Learners. All districts with multilingual learners must implement a Transitional Bilingual Education Program (TBIP), designed to address the unique needs of eligible students who come from linguistically and culturally diverse backgrounds.

District TBIPs must provide English language development services and access to rigorous grade level curricula and instruction. The Essential Components for Equitable Services Tool can be used to support districts with meeting this dual obligation. Effective September 2019, all teachers funded by the TBIP must hold the ELL and/or Bilingual Education endorsement(s). For more information, explore the TBIP Teacher Requirements.

Language Development Standards and Assessments


For the 2020–2021 school year, Washington state will continue to use the ELPA21 Language Proficiency Standards. Beginning August 2021, we will use the WIDA English Language Development Standards Framework, 2020 Edition.


For the 2020-21 school year, Washington state will continue to use the ELPA21 Language Proficiency Assessments and the WIDA Alternate ACCESS Assessments. Beginning August 2021, we will use the WIDA Screener for Kindergarten and the WIDA Screener. In Spring 2022, districts will administer the WIDA ACCESS annual summative assessment and the WIDA Alternate ACCESS assessment

Bilingual Education Program Guidelines  

Bilingual education programs across WA State are guided by State and Federal statutes. The Bilingual Program Guideline page addresses WA State approved program models and relevant legal requirements and guidelines for district serving multilingual English learners. 

Dual Language Programs & Resources 

Dual language programs are the priority models for serving multilingual English learners within WA State. In Superintendent Reykdal’s vision, all students will have the opportunity to become proficient in two languages through dual language education by 2030. The Dual Language Program and Resources page addresses the process for designing and initiating a comprehensive K-12 dual language program.
