National Board Candidate and NBCT Clock Hours

Candidates and NBCTs are eligible for clock hours based upon their participation in the National Board Certification process. Salary advancement based on clock hour accumulation and deadlines for accepting documentation is determined by the employer. Clock hour records are retained for 7 years - clock hours can not be issued retroactively.

In September of 2018, PESB revised WAC 181-85-033 to provide clock hours per component submission and to renewal candidates. Individuals are eligible for clock hours according to the policy in place when they first submitted a National Board component. In 2021, this policy was, again, updated to include clock hours for Maintenance of Certification (MOC).

For candidates whose first component submission was prior to 2018:

OSPI awards up to 90 clock hours to National Board candidates and teachers. These are offered in two allotments.

  • 45 clock hours to National Board candidates upon "completion" of the National Board process. This includes submission of components 2-4 and the assessment for component 1. OSPI reviews a list of "completers" from NBPTS in the fall for comparison with submission data from the most recent cycle. All identified candidates will be sent documentation to sign and return to their district.
  • 45 clock hours upon certification, before December 31. OSPI receives an additional list from NBPTS of all newly certified NBCTs. All identified candidates will be sent documentation to sign and return to their district.

For candidates whose first component or renewal submission was in 2018 or later:

OSPI awards up to 200 clock hours to National Board candidates and teachers. Clock hours are only available when directly requested by the candidate.

  • 50 clock hours per complete component submission; up to 200 total for completion of all components. NBPTS provides OSPI with a report that is used to verify component submissions in the previous cycle. Take the following survey to request clock hours. Eligible candidates will be sent documentation to sign and return to their district.
  • 200 clock hours for National Board Renewal candidates upon verification of the complete Profile of Professional Growth. OSPI verifies submissions around score release in the fall. Take the following survey to request clock hours. Eligible candidates will be sent documentation to sign and return to their district.
  • 100 clock hours for National Board Maintenance of Certification (MOC) upon verification of complete submission. OSPI verifies submissions around score release in the fall. Take the following survey to request clock hours. Eligible candidates will be sent documentation to sign and return to their district.

NOTE: Complete component submissions are verified through NBPTS submission data only. This completion report is typically provided in the fall after the most recent assessment cycle. OSPI cannot accept verification directly through the candidate or NBCT.
