Professional Principal or Program Administrator Renewal

This application is for those administrators who are renewing their Professional Administrator Certificate through the completion of 100 clock hours or equivalent college credits or Professional Growth Plans (PGP).

House Bill 1426 issued new certificate renewal requirements beginning July 1, 2023.

In addition to the current renewal requirements, all teachers, CTE teachers, administrators, and CTE director certificate holders renewing on or after July 1, 2023, must meet the following content requirements as part of their 100 clock hours. New requirements are italicized below.

Requirements

  • Completion of ten quarter credits (or semester equivalent) from an accredited institution of higher education that have been earned since the issuance of the current Professional Administrator Certificate.
    OR
  • Completion of 100 clock hours since the current certificate was issued, which relate to the career-level benchmarks for the Professional Administrator Certificate.
    OR
  • Completion of four annual PGPs, since the current certificate was issued. The PGPs must document the formalized learning opportunities and professional development activities related to the six standards and career-level benchmarks.
    AND
  • 10 Equity-based school practices aligned with CCDEI standards from one of the legislature-approved providers:
    • Clock hours
    • Valid National Boards certificate
    • Equivalent college credits
    • At least one goal of an annual PGP
  • 10 National Professional Standards for Education Leaders (PSEL)
    • Clock hours
    • Equivalent college credit
    • At least 1 goal of an annual PGP
  • 5 Government to Government clock hours for renewal of an initial, residency, continuing, and professional or CTE director certificate

A National Board Certificate may not be used in lieu of the National Professional Standards for Education Leaders (PSEL) or Government-to-Government clock hour requirements.

A PGP may not be used to meet the Government-to-Government clock hour requirement.

Clock Hour Note: Educators cannot use the same clock hours to satisfy multiple clock hour content-specific requirements (STEM, Equity, Leadership, etc.)

EXAMPLE: An educator completes a course earning 15 clock hours that meet the STEM and Equity content requirements. This professional learning must be split between the specific content requirements. The educator could count ten (10) of the clock hours to meet the required STEM content and five (5) of the clock hours to meet the Equity content requirement. This educator would need to complete additional clock hours to meet the required content-specific clock hours.

National Board Certificate Note: To renew an administrator CTE director certificate on or after July 1, 2023, all administrators must earn at least ten (10) continuing credit hours (clock hours) or the equivalent in credit or Professional Growth Plans (PGPs), focused on national professional standards for education leaders (PSEL) and at least five (5) continuing credit hours (clock hours) of professional learning focused on Government-to-Government Relationships with federally recognized Tribes in order to renew an initial, residency, continuing and professional certificates in the role of principal, program administrator, superintendent, and CTE director.

Clock hour equivalents are allowed as follows: 1 quarter credit = 10 clock hours; 1-semester credit = 15 clock hours; 1 PGP until 6-30-18 = 30 clock hours; 1 PGP as of 7-1-18 = 25 clock hours.

Form 1128-8: Use this form to document the completion of a Professional Growth Plan and submit it to your school district to claim clock hours and to the Certification Office if you are submitting an application for renewal or reinstatement of an EXPIRED certificate.
