Conditional Teacher Out-of-State

This application is for those educators who are working with an employer wanting to hire them based on their experience and expertise in a particular educational area.

Requirements

  • Application initiated by employing school district and completed by educator
  • Submission of fingerprints for a background check is required, if a valid certificate is not already on record

A Conditional Certificate is issued for up to two school years.

Special Education Note: An applicant for a Conditional Certificate issued with a Special Education endorsement must hold a bachelor's degree or higher from an accredited college/university and be enrolled in a state approved program leading to Special Education certification. Educator must provide verification by the preparation program provider that the individual is enrolled in a state-approved teacher preparation program for special education (Form 4050E).

Non-Immigrant Exchange Note: A Conditional Certificate may be issued to an individual admitted to the United States for the purpose of serving as an exchange teacher. The individual must be eligible to serve as a teacher in the elementary or secondary schools in their country of nationality or last residence.

Reissue: A Conditional Certificate may be reissued for two school years (or less) upon request by an employing school district, approved private school, or educational service district, provided all conditions for the first issuance of the certificate are met, and completion of 50 clock hours (or equivalent college credit) of course work since the issuance of the most recent Conditional Certificate, as verified by the employer. The course work must be designed to support the individual's professional growth, and enhance their knowledge or skills to better assist students in meeting state learning goals.

Special Education Resissue: A Conditional Certificate issued with a Special Education endorsement may only be reissued once for three years or less upon request by an employing school district, approved private school, or educational service district, and verification by the preparation program provider that the individual is completing satisfactory progress in a state-approved teacher preparation program for special education (Form 4050E).
