This page contains reissue and renewal information for Educational Staff Associate (ESA) who hold Residency, Professional and Continuing Certificates.

School Counselor Residency Requirements

There are multiple types of applications available for educators who are reissuing or renewing their Residency ESA Certificate. See below for more information on each option.

This is the certificate an ESA would apply for after they have completed two years of service in the role while on their Residency First Issue Certificate.

  • Must complete two years IN THE ROLE specific to their certificate in Washington
    OR
  • Hold a Residency ESA Certificate originally issued with a five year expiration date but did not complete two consecutive years of successful service IN THE ROLE and return for a third in Washington. The certificate may be reissued with no defined expiration date. Contact our office for further information regarding this process.
  • Submission of fingerprints for a background check is required, if a valid certificate is not already on record

The reissued certificate is valid for five years

IMPORTANT INFORMATION: If you met re-issuance criteria prior to 9/1/2017 by completing two consecutive years of service in the role and signed for your third year contract with the same employer by that date, then you must now apply to reissue your certificate as soon as possible. If you did not meet re-issuance criteria prior to 9/1/2017, you will not apply for re-issuance until you have completed two years of service in the role entirely after 9/1/2017. No experience prior to 9/1/2017 will count towards fulfilling this requirement.

NOTE: ESAs serving in the role for any FTE (full time employment) within a single school year, counts as a full year of service with the ESA certificate. Once the ESA completes two years of service, then he or she can apply for re-issuance.

NOTE: The reissue ESA Certificate is valid for five years. The five year validity period will begin after the completion of two years in the role, regardless of when the application for re-issuance is received.

This is the certificate an ESA would apply for when their reissue certificate is set to expire and for subsequent renewals.

First 5-Year renewal
This is the renewal option for those who have already completed the reissue certificate and/or have held a two or three year renewal.

  • Must attest to completion of an issues of abuse course for more information see WAC 181-79A-030(9). This course MUST be entered into the 'PD Hours' section of your E-Certification account prior to applying
  • Must complete 100 clock hours or equivalent college credits or Professional Growth Plans (PGP) or a combination of any of the three options, which must have been completed in the five years prior to the application date for renewal
  • Submission of fingerprints for a background check is required, if a valid certificate is not already on record

ISSUES OF ABUSE COURSE NOTE: The issues of abuse course or course work must include information related to identification of physical, emotional, sexual, and substance abuse; the impact on learning and behavior; the responsibilities of an educational staff associate to report abuse or to provide assistance to victimized children; and methods of teaching about abuse and its prevention.

NATIONAL BOARDS NOTE: ESA's who hold a valid National Boards Certificate may submit that certificate in order to renew their ESA certificate.

Subsequent renewals
This is the renewal option for those who hold a current five-year Residency ESA Renewal Certificate

  • 100 clock hours or equivalents must be completed from the date of issuance through the expiration date of the current certificate

NOTE: An application to renew must not be submitted more than 12 months in advance of that certificate's expiration date.

Renewal of an expired Residency Certificate
This is the renewal option for those who hold an expired five year Residency ESA Certificate.

  • 100 clock hours or equivalents must be completed within the 5 years immediately preceding the date of application for renewal

NOTE: ESA applying to renew an expired certificate must submit documentation of completed clock hours or equivalents to the Certification Office for review with their application.

NOTE: Clock hour equivalents are allowed as follows: 1 quarter credit = 10 clock hours; 1 semester credit = 15 clock hours; 1 PGP until 6-30-18 = 30 clock hours; 1 PGP as of 7-1-18 = 25 clock hours. Form PGP | PGP Information

LICENSE HOURS NOTE: ESAs are allowed to count any continuing education credits (CEUs) that they completed to satisfy the requirements for their state professional health license to also fulfill the continuing education requirement (clock hour equivalents) for their certification renewal. Form 4098V

A school counselor who completes or intends to complete a National Board for Professional Teaching Standards (NBPTS) school counselor assessment may use that completed assessment or an affidavit of intention to complete in order to renew the Residency ESA Certificate once for two years

APPLICATION NOTE: This is a paper-only application; it will not be available in the E-Cert system. Form 4091

A school counselor who holds or held a Residency ESA School Counselor Certificate, with an expiration date prior to 7/1/2019, may apply until 6/30/2020 for a three-year renewal.

Submission of fingerprints for a background check is required, if a valid certificate is not already on record

APPLICATION NOTE: This is a paper-only application; it will not be available in the E-Cert system. The option to complete this application is available until June 30, 2020 - Form 4091

School Counselor Professional and Continuing

The Professional and Continuing ESA Certificate are the second-tier certificates in the state of Washington. These applications are for those who are only renewing a current or expired second-tier certificate.

This is the certificate an ESA would apply for when they have already gained the Professional or Continuing School Counselor Certificate. If you do not know if you already hold this certificate, please contact the Certification Office before you apply.

  • For the Professional or Continuing renewal, the ESA must attest to the completion of a suicide prevention training approved by the PESB in the state of Washington within the five years previous to application Form 4020S
  • Must complete 100 clock hours or equivalent college credits or PGP or a combination of any of the three options
    OR
  • Can be renewed based on the ESA submitting a valid National Board for Professional Teaching Standards certificate
  • Submission of fingerprints for a background check is required, if a valid certificate is not already on record

NATIONAL BOARDS NOTE: ESA's who hold a valid National Boards Certificate may submit that certificate in order to renew their ESA certificate.

NOTE: For professional renewals of active certificates, clock hours or alternatives must have been completed since the issue date of the most recent Professional ESA renewal certificate.

NOTE: For continuing renewals of active certificates, clock hours or alternatives must have been completed during the five year validity period of the current certificate.

NOTE: For subsequent renewals, an application to renew must not be submitted more than 12 months in advance of that certificate's expiration date.

This is the certificate that an ESA would apply for if their previous certificate has expired.

  • For the Professional renewal or Continuing reinstatement, the ESA must attest to the completion of a suicide prevention training approved by the PESB in the state of Washington within the five years previous to application Form 4020S
  • 100 clock hours or equivalents must be completed within the five years immediately preceding the date of application for renewal/reinstatement
    OR
  • Can be renewed/reinstated based on the ESA submitting a valid National Board for Professional Teaching Standards certificate
  • Submission of fingerprints for a background check is required, if a valid certificate is not already on record

NATIONAL BOARDS NOTE: ESA's who hold a valid National Boards Certificate may submit that certificate in order to renew their ESA certificate.

NOTE: ESAs applying to renew an expired certificate must submit documentation of completed clock hours or equivalents to the Certification Office for review with their application.

Form 1128-8: Use this form to document completion of a Professional Growth Plan and submit to your school district to claim clock hours and to the Certification Office if you are submitting an application for renewal or reinstatement of an EXPIRED certificate.
