The Small, Rural School Achievement Program
REAP Flexibility

REAP Flexibility, a component of the Small, Rural School Achievement Program, provides eligible school districts with greater flexibility in using the formula grant funds they receive under certain state-administered federal programs.

Unlike the SRSAP Grant, REAP Flexibility is not a grant and does not provide school districts with funding. Rather, it gives districts greater latitude in spending funds.

School District Eligibility

1. A total average daily attendance (ADA) of less than 600 students
   --OR--
   Serve only schools that are located in counties that have a population density of fewer than 10 persons per square mile
   AND
   
2. Serve only schools that have a National Center for Education Statistics (NCES) school locale code of 7 or 8, or are located in an area of the state defined as rural by a state agency.

Use of Funds

REAP Flexibility allows eligible school districts to combine/pool the following allocations:

• Title II, Part A - Teacher and Principal Training Fund
• Title II, Part D - Enhancing Education through Technology

REAP Flexibility school districts may apply those combined/pooled funds to allowable activities under:

• Title I, A Improving Basic Programs
•  Title II, A Teacher and Principal Training Fund
• Title II, D Enhancing Education through Technology
• Title III English Language Acquisition, Enhancement, Achievement Improving Language Instruction
• Title IV, A Safe and Drug-Free Schools
• Title IV, B 21st Century Community Learning Centers
• Title V, A Innovative Programs

Private School Equitable Participation
Private schools are eligible to participate in professional development activities under Title II, A and professional development and any other allowable activities under Title II, D. Note: Funds should never be paid directly to private schools.

Discontinued Funding: Title IV, A and Title V, A
Title IV, A Safe and Drug Free Schools funding is no longer available. Therefore, the Title IV, A grant application is removed from iGrants. If a district would like to use part or all of their combined funds for safe and drug free activities, those same activities are allowable under Title V, A.

Title V, A Innovative Programs funding is no longer available; however, a district may continue to REAP into this program for maximum flexibility using the 27 allowable activities under this program.
