Recently, the Washington State Utilities and Transportation Commission (UTC) requested clarification from the Attorney General’s Office if the Commission had “the authority to approve the installation of “Exempt” signs at highway-railroad grade crossings on mainline railroads, or is UTC’s authority limited to industrial and spur lines?” The answer was in the form of a memorandum, not an official Attorney General opinion and is attached to this memorandum for your reference.

+ Online Provider Approval Rule Changes
The Office of Superintendent of Public Instruction (OSPI) approves online programs. In 2011, Engrossed Substitute House Bill (ESHB) 2065 broadened the requirement for OSPI approval to include all online school programs, and now there are many district programs that were previously not subject to approval and may now need to participate in this process.

+ Availability of Department of Corrections Data in CEDARS Student Record Exchange System
Substitute House Bill 5428 (SHB 5428), which was passed during the 2011 Legislative Session, requires the Department of Corrections (DOC) to notify the last school district attended when offenders under the age of 21 are released who have been convicted of a crime of violence, a sexual nature, or stalking. Since the legislation was passed, DOC has complied with this requirement by working with OSPI to determine the last school district attended and sending a letter of notification to the district.
