OSPI has extended the rollout timeline for the new EGMS application! Form Package 664 will remain in iGrants for 2023-2024 and transition to EGMS in early summer of 2024.

School districts can apply for their portion of TPEP Professional learning funding through iGrants Form Package 664. Priorities are categorized into three tiers, with the first tier being the highest priority. To be eligible for TPEP iGrant 664 funds in 2022-23, districts will need to submit a plan for implementing the revised Student Growth Goal rubrics (along with any framework learning needs for new or new-to-framework teachers and evaluators).

Tier I: Highest Priority

  • Required training for new administrators and teachers in the evaluation system and the district’s chosen instructional framework.
  • Required training for district or school administrators in the leadership framework.

Tier II: Next Highest Priority

  • Activities in support of implementing the revised Student Growth Goal rubrics.
  • For districts using the Danielson Framework for Teaching, activities in support of implementing the updated framework.
  • “Equity in Your Framework” training for educators who received their framework training prior to September, 2018.
  • Expenses for administrators to attend a Learning Focused Supervision professional development, offered by ESDs or to fund facilitators from the approved Learning Focused Supervision Trainer list to conduct the learning in-district.

Tier III: After Tier I and II needs have been met

  • Opportunities to deepen application of the instructional framework in practice.
  • Opportunities to use the instructional framework to support practices that ensure all students have access to the instruction and instructional support they need to succeed in our schools.

Year of Preparation - 2022-2023 District Preparation Actions

For the 2022-23 school year, districts will be asked to choose specific activities to support implementation of the revised Student Growth Goal rubrics. Two actions – providing professional learning on the revised rubrics and supporting some educators in piloting them – are listed under “Tier 2”. Districts will be expected to pursue one or both actions with at least some of their educators in 2022-23. Districts can choose specific activities in support of the professional learning and pilot actions. Professional learning should be provided before or during piloting for best results.

Professional learning for:

  • A self-selected team of teachers in a school (grade level, content area, PLC)
  • A whole school
  • One school at each grade band
  • Several self-selected schools
  • Teachers from one or more schools who are on a Focused evaluation
  • The entire district

Piloting the revised rubrics with:

  • A self-selected team of teachers in a school (grade level, content area, PLC)
  • A whole school
  • One school at each grade band
  • Several self-selected schools
  • Teachers from one or more schools who are on a Focused evaluation
  • The entire district
Possible Allowable Expenses Aligned to Tier I Activities

  • Expenses for educators to attend required TPEP trainings and related professional learning opportunities and networks.
  • Consulting contracts with the instructional framework authors, ESDs, or framework trainers.
  • Copy and supply expenses to support local evaluation trainings for educators.
Possible Scenarios Aligned to Tier II Activities

These are examples and do not constitute an exhaustive list.

  • District hosts a series of trainings on the revised Student Growth Goals, facilitated by WEA or an ESD.
  • District creates and facilitates professional learning on the revised Student Growth Goals using OSPI-created resources.
  • District supports educators in participating in a Residency or Design Studio with Dr. Adeyemi Stembridge, sponsored by OSPI and the Center for Strengthening the Teaching Profession.
  • A group of teachers/principals piloting the rubrics meet monthly to discuss their growth, share successes, and address common challenges.
  • Teachers meet in grade or content-alike groups to develop examples and resources to support their use of the revised Student Growth Goal rubric.
  • A group of educators participates in an ESD network with educators from other districts who are piloting the revised Student Growth Goal rubrics.
  • Stipends or pay for educators to attend trainings in preparation for implementing and using the revised Student Growth Goal rubrics and the updated Danielson Framework.
  • Substitute teachers/administrators so educators can attend trainings related to the district’s TPEP training plan, including preparation activities for implementing and using the revised Student Growth Goal rubrics, and for districts that use the Danielson framework, preparation to use the updated framework.
  • Expenses for educators to be trained in the revised Student Growth Goal rubrics.
  • Expenses for educators to be trained in the updated Danielson Framework.
  • Expenses for districts to train educators or for educators to attend Equity in Your Framework training.
Possible Scenarios Aligned to Tier III Activities

  • Publications from the instructional framework authors, (CEL 5D+, Danielson, Marzano) and AWSP Leadership framework are approved. Publications that support a deeper exploration of framework components are contingent upon written approval by the OSPI TPEP Director.
  • Release time, registration, and travel expenses to attend the WASA/WSSDA/AWSP Equity Conference or AWSP/WASA Summer Conference, if all required TPEP training needs for principal/assistant principals and teacher evaluators, as well as principal/assistant principals and teachers, have been met.
Excluded Expenses
  • Purchase of food or beverages.
  • Purchase of equipment, technology support, or software. (Contact OSPI TPEP Director for exceptions.)
  • Purchase of student curriculum or assessment materials.
  • Out-of-district registration fees or travel, except to attend events listed under "allowable expenses", and/or the instructional/leadership frameworks. (Contact OSPI TPEP Director for exceptions)
  • Consulting contracts, except with the instructional or leadership framework authors, ESDs, framework trainers, or Learning-Focused Supervision trainers.
  • Replication or local re-creation of resources already available on the OSPI website.
  • Expenses before July 1, 2022, or after June 30, 2023.
