Special Education Citizen Complaint Decisions

Special Education Citizen Complaint (SECC) decisions are listed below for complaints filed between January 1, 2011 through December 31, 2017. SECC decisions are written by OSPI following an investigation of a citizen complaint. Investigations are completed within 60 days of OSPI receiving the complaint. SECC decisions are posted on a calendar-year basis, after the last decision for a calendar year is issued.

How to read case numbers:

  • The first two digits indicate the calendar year the complaint was filed. The second two digits indicate the chronology of our receipt of the complaint. For example, citizen complaint “11-01” means the first complaint OSPI received in 2011.
  • Select a case number to link to the decision summary. The issues in the decision are also listed above each summary. When available, we have included a link directly to the decision from the summary. Summaries and decisions are also identified in the “Issue Index” below. Information that would lead to identifying a particular student is removed from decisions.
    • Please note: Starting with the 2017 decisions and moving forward, we will no longer have decision summaries available for posting. Selecting a case number in the “Issue Index” below will link directly to the complete decision.

NOTE: SECC decisions reflect application of special education regulations to that particular case. Complaint decisions are not binding on special education due process hearing requests.
