Legislative Youth Advisory Council (LYAC)

The Legislative Youth Advisory Council (LYAC) was established by the Washington State Legislature in 2005 (RCW 28A.300.801). LYAC is a 22-member council of students who serve as a linkage between young people and state government. Council members examine issues of importance to youth and provide the Legislature with a representative perspective on the issues they choose as most important. LYAC is administered by OSPI through a partnership with the Legislature and the Office of Lieutenant Governor.

Participation in LYAC is a unique opportunity for young people to intimately observe and participate in the legislative process. Rather than learning from a book about how a bill becomes a law, Council members participate in the creation of public policy.

Who is eligible to serve on LYAC?
Any student age 14–18 and in grades 9–12, currently enrolled in a Washington state public or private school, may apply for membership on the Council. LYAC members are from diverse personal, educational, political, socio-economic, ethnic, and religious backgrounds.

Every member serves a two-year term; 11 positions are open for new appointments each year.

How do you apply for membership?
Completed applications for the 2015-17 term of service must be submitted online no later than June 21, 2015. A recommendation from an adult in an advisory role is required as part of the application process.

How are Council members selected?
OSPI and LYAC personnel will review the student applications in July 2015. Each application is reviewed and scored by a minimum of three individuals, using objective criteria developed by OSPI and LYAC. Applicants are notified of their application status via email on or before July 31, 2015.
