The Small, Rural School Achievement Program

REAP Alternative Fund Use Authority (Flexibility)

REAP Alternative Fund Use Authority (Flexibility) is a component of the Small, Rural School Achievement Program, and provides eligible school districts with greater flexibility in using the formula grant funds they receive under certain state-administered federal programs.

Unlike the SRSAP Grant, REAP Alternative Fund Use Agreement (Flexibility) is not a grant and does not provide school districts with funding. Rather, it gives districts greater latitude in spending funds.

School District Eligibility For SRSA / REAP eligibility, a district must:

  1. (a) have a total average daily attendance (ADA) of less than 600 students, or (b) serve only schools that are located in counties that have a population density of fewer than 10 persons per square mile;
  2. (a) serve only schools that have a National Center for Education Statistics (NCES) school locale code of 41, 42, or 43, or (b) be located in an area of the state defined as rural by a governmental agency of the state.

Regarding SRSA / REAP Eligibility criteria 2(b):

A rural local education agency is defined as being located entirely within counties with a population density less than 100 persons per square mile or a counties smaller than 225 square miles as determined by the Washington state Office of Financial Management and published each year by the department for the period July 1 to June 30. Only those districts that passed eligibility criteria 1(a) for SRSA would be eligible to use the alternative definition, as 1(b) is more restrictive than the alternative.

This definition aligns with RCW 43.160.020, RCW 82.14.370 and others. For the 2017-18 school year, this definition may include districts within the following counties:

Use of Funds

REAP Flexibility allows eligible school districts to combine/pool the following allocations:

  • Title II, Part A – Supporting Effective Instruction

REAP Flexibility school districts may apply those combined/pooled funds to allowable activities under:

  • Title I, A - Improving Basic Programs Operated by Local Education Agencies
  • Title II, A – Supporting Effective Instruction
  • Title III - Language Instruction for English Learners and Immigrant Students
  • Title IV, A – Student Support and Academic Achievement
  • Title IV, B - 21st Century Community Learning Centers

Private School Equitable Participation
Private schools are eligible to participate in activities under Title II, A and Title IV, A. Note: Funds should never be paid directly to private schools.

Discontinued Funding: Title II, D, Title IV, A, and Title V, A
Title II, D Enhancing Education through Technology and Title IV, A Safe and Drug-Free Schools funding are no longer available. Therefore, the Title II, D and Title IV, A grant applications are removed from iGrants. If a district would like to use part or all of their combined funds for technology or safe and drug-free activities, those same activities are allowable under Title IV, A.

Title V, A Innovative Programs funding is no longer available; however, a district may continue to REAP into this program for maximum flexibility using the 27 allowable activities under this program.
