Approval Process

Step 1: The lead partner in a partnership or consortium, or the district or college that is directly operating the program submits the required program approval documentation shown below.

Step 2: OSPI may request revisions to the approval documentation to align with the intent of WAC 392-700

Step 3: OSPI sends notice to the district, college, or lead agency that the program is approved.

Step 4: The lead partner requests and receives a School Code for the program from Customer Support by the deadline above.

Step 5: The program may begin reporting enrollment following the date provided at approval.

Model agreements were developed by OSPI for use by districts and reengagement partners. One of these agreements and other support documents must be submitted to OSPI for review and approval before the district or college will be able to operate or contract for a reengagement program under WAC 392-700. Programs can contain multiple models or partnerships and may require multiple agreements to accommodate this.

  • The Letter of Intent is an agreement between the district or direct funded college with OSPI that states that the district or college agrees to the WAC requirements.

  • The Scope of Work (Program or Interlocal) states that the program partners and lead agency agree to the WAC.

  • The Program Flow Chart describes actions including referral process, assessment for placement, and student pathways or options.

  • The Program Narrative describes the program/pathways identified in the Program Flow Chart, the curriculums offered (e.g. vocational, contracted services such as online curriculum providers, etc.) as well as case management support.

  • The Program Calendar identifies the number of program hours available from September 1 through August 31.

  • Contracted Service Agreements are required for some instances where program components related to the WAC are being contracted by another agency or provider that may not qualify into a partnership agreement.

Program Qualification Codes:
Districts may add Open Doors pathways and partnerships. Each of these will need prior approval and the pathway will be issued a unique qualification code. Program approval documents must be submitted to Laurie Shannon, Laurie.Shannon@k12.wa.us
