Transitional Bilingual Instructional Program (TBIP)

The state Transitional Bilingual Education Program (TBIP) and federal Title III address the unique needs of eligible students, who come from linguistically and culturally diverse backgrounds. Both programs share the same goal: develop language proficiency that enables meaningful access to grade level curricula and instruction. Program Guidelines, Law and Data

In state law, TBIP is a program within Washington’s Basic Education Act — Chapter 28A.180 RCW. The federal Title III program supports supplemental instruction and services for language acquisition.

Washington State Values Bilingual Education
The state TBIP places a strong emphasis on cultural values. Its mission — English language learners (ELL) meet state standards and develop language proficiency in an environment where language and cultural assets are recognized as valuable resources for learning.

TBIP promotes a two-language system of instruction.

  • Students learn language concepts and knowledge in their primary language at the same time they receive instruction in English.
  • Teachers build on growing language skills through the interplay of two languages.
  • Students take tests in English.
