LOCAL EFFORT ASSISTANCE TASK FORCE
Background


The 2002 Legislature passed EHB 3011, which established a nineteen member Joint Task Force on Local Effort Assistance. In addition to the twelve legislative members — six each from the House and the Senate — the Task Force includes representatives selected by the Washington State School Directors’ Association, the Washington Association of School Administrators, and the Rural Education Center. Also serving are the Superintendent of Public Instruction, two school district representatives from districts with enrollments greater than 20,000 students (selected by the Superintendent of Public Instruction) and an ESD fiscal officer selected by the Superintendent in consultation with the ESD superintendents.

Joint Task Force Members

The Task Force is directed to:

  • Complete a thorough analysis of the history of the local effort assistance program and its impacts, including a thorough examination of the revenues included in the levy base;
  • Determine whether the purpose of the local effort assistance program, as stated in RCW 28A.500.010, is being met under the current allocation formula; and
  • Present its findings and provide recommendations to the legislature by December 1, 2002.
