Highly Capable

HCP Program Data

Before the 2014–15 school year, districts could decide a) whether or not they would provide services for highly capable children and b) at what grade levels or within what grade spans the district would provide programming for children identified as highly capable.

In 2013, the state Legislature established the Highly Capable Program in Washington’s Basic Education Act. Districts were able to transition their education programs in the 2013-14 school year.

Beginning with the 2014–15 school year, districts must provide a program that serves HCP students in grades K-12 — as part of basic education.

Identification Measures


Districts reported the multiple objective measures used in their identification process. Starting in 2014-15, districts must have an identification process in place at every grade level, kindergarten through grade 12.

Program Evaluation


Before 2013-14, districts evaluated student academic achievement — growth and progress — as a way to determine the impact of their HCP. Districts identified the data they reviewed, reported the number of data collections they conducted, and who was responsible for data collection and analysis.

Starting in 2013-14, district reported the data they collected in the categories below. Districts also identified the program changes they made based on the results of their evaluation.

  1. How effectively did the district use their HCP funds to address academic achievement — growth and progress
  2. How effective was the process the district used to identify highly capable students.
  3. Did the district meet the academic needs of the identified students?
  4. Did the students meet their learning goals?
