Developing Effective Early Learning Programs:
Thinking strategically

Developing effective early learning programs requires new ways of thinking about early learning as a strategy for student success as well as focused, aligned efforts by parents, caregivers, early learning providers, schools, and other community partners. The goal of every child reading at grade level by the end of third grade is suggested as a framework for aligning efforts, and keys to success are identified by early learning, K-12, and educational service district colleagues from around the state.
