With the beginning of the 2012-13 school year, CEDARS became the source system for reporting Limited English Proficiency (LEP) students to OSPI. In support of the work Bilingual Coordinators perform, OSPI transitioned the previous state bilingual database, TBIP into a new EDS application to support the functions previously performed in TBIP. The new EDS application is called
Limited English Proficiency. This application was released in the fall of 2012 with a series of in-person trainings at 6 ESD’s across the state. This document serves as the user guide to the new Limited English Proficiency (or LEP) application.
