Washington State Sexual Health Education Instructional Materials Review Instruments

In preparation for the 2016-2017 Sexual Health Education Curriculum Review, done regularly in coordination with the Dept. of Health, OSPI updated its review instruments. The revised instruments are designed to test more closely the alignment of instructional materials with WA State requirements (e.g. Healthy Youth Act, AIDS Omnibus Act, and Discrimination/Bias in Instructional Materials). Many of these revised instruments were based on the Centers for Disease Control and Prevention’s (CDC) Curriculum Analysis Tool (see below), after consultation with district-level curriculum specialists.

These review instruments are provided for optional use by districts. Each district establishes and maintains their own screening criteria, according to state law related to instructional materials.

Curriculum Design – used to determine compliance with state law, existence of bias and/or discrimination, general design, learning objectives, teacher guidance.

Standard 1 Grades K-2 – includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.

Standard 1 Grades 3-5 – includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.

Standard 1 Grades 6-8 – includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.

Standard 1 Grades 9-12 – includes WA Health Education K-12 Learning Standards and optional student learning outcomes for sexual health education.

Standards 2-8 Grades K-2 - includes WA Health Education K-12 Learning Standards, optional student learning outcomes for sexual health education, and National Sexuality Education Standards.

Standards 2-8 Grades 3-5 - includes WA Health Education K-12 Learning Standards, optional student learning outcomes for sexual health education, and National Sexuality Education Standards.

Standards 2-8 Grades 6-8 - includes WA Health Education K-12 Learning Standards, optional student learning outcomes for sexual health education, and National Sexuality Education Standards.

Standards 2-8 Grades 9-12 - includes WA Health Education K-12 Learning Standards, optional student learning outcomes for sexual health education, and National Sexuality Education Standards.

Overall Comments – used to summarize all forms and provide reviewer comments.

Accuracy Analysis – used to assess medical and scientific accuracy. Should be completed by WA Dept. of Health, local Health Dept. staff with sexual health expertise, or other medical experts able to make such determination in accordance with state law.

Supplemental Materials Evaluation Form – used to review instructional materials such as DVDs, videos, stand-alone lesson plans, books, fact sheets, single-topic materials, and other materials that do not constitute a “full curriculum.”

Sexual Health Education Curriculum Analysis Tool (SHECAT)

This set of tools, developed by the Centers for Disease Control and Prevention (CDC), uses the National Health Education Standards as a framework, as well as research evidence and expert opinion on the types of knowledge, skills, and learning experiences that help students in grades pre-K–12 adopt and maintain behaviors that promote sexual health. In addition to the Sexual Health Curriculum Module (SHECAT), a general Health Education Curriculum Analysis Tool (HECAT) and other topic-specific modules are available. An E-learning module is provided to support use of the HECAT.

Prior OSPI Sexual Health Education Curriculum Reviews used the SHECAT for review purposes.
