Out-of-State Applicants

Review the application types below to find the application that's right for you based on your current status.

Certificates you may apply for if you have completed an out-of-state teacher preparation program.

This list contains full and limited teaching certificates. Limited certificates must be initiated by a state of Washington employer on behalf of the educator who is not eligible for full certification.

Certificate Types

Pre-Residency Clearance* - Select this if you are currently completing your teacher preparation program.

Residency Teacher - Select this if you have completed a teacher preparation program or have held a full teaching certificate in another state.

Professional Teacher - Select this if you have held a second tier certificate from an approved state or if you are National Board for Professional Teaching Standards (NBPTS) certified.

Career and Technical Education - Select this if you are interest in becoming certified in Career and Technical Education.

Substitute Teacher - Select this if you have completed a teacher preparation program.

Conditional Teacher* - Select this if you are working with an employer that wants to hire you for a position based upon your experience and expertise in a specific educational area.

Emergency Teacher* - Select this if you are working with an employer and have completed your bachelor’s degree, but have not yet completed your teacher preparation program.

Intern Substitute Teacher* - Select this if you are student teaching and your employer needs you to substitute for your mentor teacher in their absence.

Emergency Substitute Teacher* - Select this if you are working with an employer that wants you to be available for substitute teaching on an emergency basis.

Non Immigrant Exchange* - Select this if you are a visiting teacher applicant coming to teach on a J-1 visa through OSPI’s International Education Exchange and Visiting Teacher programs.

Foreign Trained Applicants - Select this if you have completed a teacher preparation program at an institution in a country outside of the United States.

 

* Limited certificate. If an educator is eligible to hold a full Teaching certificate, then they would not qualify for any of the Limited certificates.
